Check readiness
GET
Runs every dependency check (2 seconds each at most): 200 with status: ok when all pass, 503 with status: degraded otherwise, with each check's result. The GeoIP and event writer fields (geoip, geoFallback, spoolRows, failedFiles, degraded) inform but never fail readiness.
Public: no credential needed.
